Since October 7, 2026, users in South Korea have been able to complete indemnity health insurance claims directly within the Naver Map, Naver Pay, and Toss apps without separately navigating to the Silson24 website. However, the service is not available at every hospital. As of September 28, the medical institution connection rate was 47.7%, making it important to check whether the hospital you visited participates before submitting a claim.

What Changed About Health Insurance Claims Through Naver and Toss?
The biggest change is that users can now complete the entire claims submission process, including the final transmission step, within the app where they started their claim.
Previously, Naver and Toss already provided access to Silson24, but users had to move to the separate Silson24 website to finish submitting their claims.
This improvement does not represent the initial introduction of electronic indemnity health insurance claims in South Korea. Instead, it simplifies access to an existing service.
Silson24 is a Korean electronic claims service that allows medical institutions, at the request of policyholders, to electronically transmit documents required for indemnity health insurance claims to insurance companies.
The development of the service becomes clearer when viewed chronologically.
| Date | Change |
|---|---|
| October 25, 2024 | Electronic claims introduced primarily for hospital-level medical institutions and public health centers |
| October 25, 2025 | Coverage expanded to clinics and pharmacies |
| November 28, 2025 | Silson24 became accessible through Naver and Toss without installing the Silson24 app or registering for a separate account |
| October 7, 2026 | Claims process improved so users could complete submissions within Naver Map, Naver Pay, and Toss |
Previously, even after finding the indemnity health insurance claims feature in Naver or Toss, users still had to navigate to another website.
The key improvement is that they can now continue the process within an app they already use regularly.
However, completing a claim within an app means that the claims information has been transmitted to the insurance company. It does not mean that payment has been approved or that the insurance benefit will be deposited immediately.
How to Check Participating Hospitals and File Claims Through Naver Map
Naver Map has improved its features to help users identify hospitals participating in Silson24 during the search process.
A banner indicating participation appears on hospital detail pages, and users can search for hospitals that support electronic claims using a Silson24-related filter.
If you use Naver Map, follow these steps:
1. Search Naver Map for a hospital you have visited or plan to visit.
2. Check the hospital's detailed information for a Silson24 participation banner.
3. Use the Silson24 filter to identify hospitals that support electronic claims.
4. Open the claims feature and complete identity verification and insurance policy verification.
5. Review the medical treatment records and information to be transmitted, then submit the claim.
It is important to distinguish between finding a hospital on Naver Map and actually submitting an insurance claim.
The fact that a hospital appears in map search results does not automatically mean it supports electronic claims through Silson24. You need to verify its participation separately.
The actual menu locations and display formats may also differ depending on the app version and interface currently in use.
How to Submit Health Insurance Claims Through Naver Pay and Toss
Naver Pay and Toss also offer indemnity health insurance claims services connected to Silson24.
The essential steps are identity verification, insurance policy verification, selection of the medical institution and treatment records, and transmission of claims information.
Based on the officially described Silson24 claims process, the procedure is as follows:
1. Open the indemnity health insurance claims service in the Naver Pay or Toss app.
2. Log in or complete identity authentication.
3. Retrieve and select the indemnity health insurance policy under which you want to file a claim.
4. Confirm the medical institution where you received treatment, the treatment date, and the expenses or records being claimed.
5. Enter the information required for the insurance claim.
6. Review the claim details and transmit them to the insurance company.
Although the process can now be completed within the app, identity verification and insurance policy lookup are still required.
In particular, it remains important to ensure that the correct insurance policy and treatment records have been selected.
After transmission, users should check the submission result and watch for any requests for additional documents from their insurance company.
How MyData Reduces Manual Entry During Insurance Claims
Consumers who consent to the use of MyData can reduce the burden of manually entering details such as medical institutions, treatment dates, insurance companies, and bank account numbers.
In South Korea, MyData is a service that allows individuals to connect and use their financial and other personal information with their consent.
The improvements announced by South Korea's Financial Services Commission include features that reduce the need to enter the following information separately:
Hospitals or pharmacies visited
Dates of medical treatment
Insurance companies with which the user holds policies
Bank account numbers for receiving insurance payments
For example, when filing an indemnity health insurance claim after visiting a hospital, users previously had to find and manually enter information such as the medical institution and treatment date.
MyData integration can simplify these entry steps.
However, automatically displayed information must still be checked. If a person holds multiple insurance policies or has several treatment records, they should verify that the selected claim matches the actual treatment information.
This does not mean that consent to MyData is mandatory for every insurance claim. The convenience of consent-based information integration should be distinguished from the ability to file an insurance claim itself.
Can You Use Silson24 at Every Hospital in South Korea?
No.only 50,340 of South Korea's 105,643 medical institutions had completed their connection to Silson24, representing a connection rate of 47.7%.
This percentage is calculated using the total number of medical institutions. It does not mean that only 47.7% of all indemnity health insurance policyholders can use the service.
Connection rates also differ by type of medical institution.
| Institution type | Total institutions | Connected institutions | Connection rate |
|---|---|---|---|
| Hospitals and public health centers | 7,810 | 4,685 | 60.0% |
| Clinics and pharmacies | 97,833 | 45,655 | 46.7% |
| Total | 105,643 | 50,340 | 47.7% |
The fact that the overall connection rate remains below 50% is an important consideration for indemnity health insurance policyholders.
Even if Naver or Toss provides a claims feature, electronic document transmission through Silson24 may not be available if the medical institution where the patient received treatment is not connected to the system.
The South Korean government announced a target of increasing the medical institution connection rate to approximately 80–90% by the end of 2026.
However, this is a target, not a result that has already been achieved.
Actual service availability should be determined by the connection status of the hospital or pharmacy an individual visited, rather than by the nationwide average connection rate.
What If Your Hospital Is Not Connected to Silson24?
Treatment received at a medical institution that is not connected to Silson24 is difficult to process through this particular electronic claims system. In that situation, policyholders should check the standard claims procedures provided by their insurance company.
The central function of Silson24 is to connect medical institutions with insurance companies so that documents required for insurance claims can be transmitted electronically.
If a medical institution has not yet been connected, that function is unavailable, and a separate claims procedure specified by the insurance company may be necessary.
In such cases, it is advisable to check the following:
Claims submission methods available through the insurance company's app or website
Supporting documents required by the insurer, such as medical expense receipts and itemized billing statements
Whether additional documents are needed depending on the type of treatment or claim
Whether the claim would duplicate an insurance claim already submitted
Importantly, being unable to use Silson24 is not the same as being unable to claim indemnity health insurance benefits.
Eligibility to use the electronic claims service and eligibility to receive insurance benefits are separate matters.
The insurance company reviews whether benefits are payable and determines the payment amount based on the policy's coverage conditions, the policyholder's out-of-pocket share, and the medical treatment received.
Does Selecting Your Medical Records Mean Your Claim Has Been Submitted?
No. The insurance claims process must proceed through the final transmission step. Reaching the screen where you select an insurance policy or medical treatment records does not mean that the claim has been successfully submitted.
The standard Silson24 claims procedure also identifies claim review, transmission, and completion as separate steps.
If you submit a claim through Naver Pay or Toss, you should check the final submission result.
Even after a claim has been submitted, the insurance company may continue reviewing it and may require additional verification depending on the claim details.
It is important not to confuse successful claim submission with completed insurance benefit payment.
Do You Still Need to Install the Silson24 App?
No. If you use South Korea's electronic indemnity health insurance claims service through Naver or Toss, you do not need to install the Silson24 app separately or register for a separate Silson24 account.
This method has been available since November 28, 2025. On October 7, 2026, the service was further improved to allow users to complete the claims process within the Naver Map, Naver Pay, and Toss apps.
The existing Silson24 app and website remain available as alternative ways to file claims.
If you prefer an app you already use, you can choose Naver or Toss. If you prefer to use the dedicated official service, you can submit your claim through the Silson24 app or website.
Regardless of the method selected, users must accurately verify the medical institution's connection status, their insurance policy, and the relevant treatment records.
What to Check Before Filing an Indemnity Health Insurance Claim in 2026
The improvements to Naver and Toss have reduced the inconvenience of switching to another website when submitting indemnity health insurance claims in South Korea.
However, the convenience of these apps should not be mistaken for a guarantee that every hospital supports paperless insurance claims.
Policyholders who want to submit an indemnity health insurance claim should first confirm whether the medical institution where they received treatment is connected to Silson24.
If the institution participates, they can use Naver Map, Naver Pay, Toss, or Silson24 to complete identity authentication, review their claims information, and transmit the claim.
If the medical institution is not connected, they should check the alternative claims procedure offered by their insurance company.
Ultimately, the most important questions raised by this change are not whether policyholders must use the Silson24 app, but whether electronic claims are supported by the hospital where they received treatment and whether their claims information has been successfully transmitted.
